As we just heard, sweden is playing saudis, and Jordan in near future.....!ignoring playing Iran .......
Actualy,all these countries, are avoiding playing with Iran, for many reasons, such as geprodizing thier relationships with the industrial countries,as well as legitimizing the Iranian Regim.
Our German frienly game was initiated by the Germans who ,at the time, were planing to incourage Iran to come to the table of negosiations!!!!
But, considering the on-going soap-opera of Iranian nuclear ambitions,and the unwise speeches of " our " president, Mr.Ahmadinejad...., The EU, and USA have becaome united against Iran, and moreover,even, China, and Russians are speaking against Iran now, as well as our economic partner " South-Korea ",which has recently fell out of Iranian supporters ( which were not that many to begin with)......
Now, IRAN has become a houshold name all over the Europe,and rest of the world now.....
therefore, aside, from lack of budget,and mismanagement of IFF, we have lot more against TM than we can handle.....
But the question is, aside, from not being able to find a suitable partner for friendly games, we may have some additional problem at the world cup....
It is very possible, like the previouse cup that IRAN _ USA, relation was an issue then, we may very well have the whole atmospher of the Europe, Germany, and World Cup against us during the games,.....and BOOs from the fans through out the stediums, as well as problem from hooligans,,,,

Agree with everything you said - and I add;

1- What if we set friendlies outside Iran ? we will be playing the WC outside Iran - anyways !!
2- It is diversive to assume all of our problems will go away with playing a few friendlies even against good opponents. Friendlies are great opportunities to test NEW IDIEAS - something that our coaching staff just does not seem to have.

Ok Ahmadinejad said this and that, why shouldn't other teams play against us, if they refuse to play against us, it shows that they mix sports with politics. So don't say only in our country sports is mixed with politics, ITS EVERYWHERE.
