Issue was team was always built around him. When required to fit into already established team structures he struggled a bit, bc as a CM he is not defensively aware enough or intense without the ball. As a wing he is not fast enough.
Best position for him is right next to CF or as false 9, unfortunately few teams play with such systems, but GN catered to his needs a bit more and quickly he became a real asset.

A better analogy would be Ireland's presence in the European Championship and in the now defunct USCup. They obviously showed more passion for the Euros and fought to get results while for the USCup as they were invited guests it didn't mean as much and they frequently fielded reserve teams.
