Indonesia gonna have their training camp in Turkey before Asia Cup, they were looking for an opponent to play them while in Turkey. Their friendly match opponent is Libya, probably Libya told Indonesia, OK we'll play with you on the condition you play us twice, then Indonesia agreed and hence had to cancel friendly with TM that was supposed to be in Qatar.
The problem is FFIRI always leave things for the last moment. We all know that they are not like UEFA, CONMEBOL, EAFF national federations who organize friendly matches well in advance at times a year or 6-months before, but FFIRI should really try to at least organize matches 4 months before.
The other issue is that not many teams are willing to play TM reasons could be:
1. FFIRI does not have the sum to pay them
2. Majority of European teams in particular Germany and most of western countries are unwilling to host TM for political reasons
3. Some teams are unwilling to travel to Iran since they do not want to have Iran stamp in their passports.
4. Some countries are well aware that TM is strong so they don't want to be humiliated by winning narrowly, tieing or losing to TM they've all witnessed games like TM vs Wales (2022 WC), Uruguay (2022 friendly), Chile (2015 friendly), Senegal (2022 friendly), Argentina & Nigeria (2014 WC), Morocco & Spain & Portugal (2018 WC). Also hammering of Qatar & Jordan in October 2023. For weaker teams TM's hammering of Angola in September 2023 friendly and demolition of Afghanistan and Kyrgyzstan at 2023 CAFA Nations Cup and recent hammering of Hong Kong at WCQ is very scary, likes of Oman, Lebanon, Kuwait, Thailand, Pakistan, Iraq, Indonesia, Saudi Arabia, perhaps (Vietnam & China as well) all turned down invite to CAFA Nations Cup or friendly matches.
Russia and Bulgaria were the only UEFA national teams who were brave enough to face Team Melli.
Bring on Italy, Greece, Ukraine, Portugal, Slovenia, Czechia, Serbia, Croatia, Poland, Hungary, Romania, Ireland, Finland, Armenia, Georgia, Belarus, Kazakhstan

Currently FFIRI is negotiating with few african countries for a match to be played in UAE, so my guess it would be some of those countries unwilling to come to Iran such as South Africa, Ivory Coast, Mali, DR Congo.
DR Congo didn't want to have Iraqi stamp in their passports as well that's why when in 2015 when they played Iraq twice I think was in UAE. Costa Rica last year cancelled match with Iraq since Iraqi border guards wanted to stamp their passport, they were trying to enter Iraq from Kuwait by land. Mexico, Peru, Colombia all played Iraq in Spain. Last year Peru suggested the same to Iran. New Zeland wanted to play TM in Qatar. Mexico, Ecuador, El Salvador, Honduras wanted to play TM either in USA or Canada. The list just goes on and on.

TEHRAN – Iran national football team head coach Amir Ghalenoei underwent kidney surgery at a hospital in Tehran on Tuesday.
He was released from the hospital after the surgery. With about one month remaining to the 2023 AFC Asian Cup, Ghalenoei will have to lead Iran national football team in the competition in Doha, Qatar. Team Melli have been drawn in Group C along with the UAE, Hong Kong and Palestine.

Khodadad Azizi parts company with Iran coaching staff

TEHRAN - With just under 40 days to go until the 2023 AFC Asian Cup Qatar, Khodadad Azizi stepped down as a member of Iran national football team coaching staff.
The ex-Iran forward has said he has parted company with Team Melli for personal reasons. Azizi ,52, had been appointed as consultant to Iran football team. Three-time winners Iran are drawn along with the UAE, Hong Kong and Palestine in Group C. The continental showpiece, scheduled for Jan. 12 to Feb. 10, 2024 promises to be a thrilling affair with seven former winners among the 24 teams - seeded in accordance with the latest FIFA World Ranking - divided into six groups. The top two sides from each group and the four best third-placed teams will advance to the Round of 16 at Qatar 2023.
