Yes, but Russia is (unfairy in my opinion) being excluded because UEFA has kicked them out and they can't compete anywhere else formally.

FIFA and UEFA also make accommodations for Spain v Gibraltar, Serbia v Kosovo, Armenia v Azerbaijan... I'm not saying its right, but I'm saying it has to be don with legal framework.
