UEFA or AFC, which is the best for a country development ?

Of course, Iran has no chance to joint UEFA anytime soon, but what is the best for a football developing country like Iran?

Being in AFC, weaker level and coverage (even if we can hope it will progress) but qualify more often for big international competitions? We are not rated very highly, got a spotlight 2 weks every 4 year at best but we have limited but decent legionnaires / show good level against european/south american opposition on a few limited opportunities we have (wales, Zenit, Uruguay..)

Being in UEFA, better level and coverage (even if it would be one among others), often or even almost always miss big international competitions with the hope to progress (like Israel) ?

Considering our level, Europe would have make us climb the ladder in playing us against other average euro sides (nation league, first level of Europa league/conference league) while we play some stars (Japan/Korea/Al Hilal)

There is zero benefit to being in UEFA with our current infrastructure and investment in football. We would just fail time and time again

I think other factors are more important. Being in UEFA does not necessarily mean much. We would become the second Belarus of the confederation. Whilst AFC is not ideal it comes with benefits. And we can grow as AFC grow. In ten years or so the convergence between AFC will go on further skill wise.
