One dumb and one professionalism. The fact that they know the law and prepared for this shows he professional and clever they are. The didn't make any noise about the statue before hand so they can surprise IR officials with it. Thats some easy 3 points for them. Very clever and professional.

I think back then they had no idea whose statue it was! There is always an insider (enemy within) who finds this as the best path to another political attack on the other side.
