There's a good podcast about this on Football 360. They mentioned AFC had warned them a number of times and they kept ignoring it thinking they would get a small fine and pay it off, like in previous years. They mentioned IFF gets fined multiple times for every ACL game due to constant rule breaks and fuck ups.

I guess AFC either got tired or had too much pressure from the Saudis.
