I don't think the Angolan or Kenyan believe Iran is a scary bad country. The whole world doesnt broadcast FoxNews.
IR runs Shi'ism workshops for people in Nigeria(the holy site of African footballing talent). There is no way our ground recruiting game is as good as the Qataris or Saudis regardless of sanctions. Even if there were no sanctions we would still have to outpay those two.
The worlds biggest clubs use data analytics to recruit players. Look at how good Brighton is at finding rando Fifa regen players.
