By made I mean they get them ready for high pressure games.
Guys like Taremi, Moharrami, Nourollahi, ... all were able to show their talent translates at a high level.

Nowhere in Iran can give a player exposure to constant high pressure, high expectations environment other than Persepolis.

Also, for what it's worth, Persepolis after decades is putting money into their academy. Guys like Taremi, Nourollahi and behind the scenes fans are spending big money on the academy. Physio equipment, dorm rooms, good coaches (Mohsen Khalili is now head of academy). You will see Persepolis has some good young academy players very soon.
