Yes they promoted to PGL from Azadegan league in 2007 and Foolad ended up promoting instead because sepahan couldn’t compete with the same name. Later in 2010 Sepahan Novin was bought out by Foolad Natanz and then just a little after that Sepahan Novin bought out Shahrdari Noshahr and started competing again in 3rd division. Sepahan and Foolad have the best academies in Iran. Their academy teams would promote to higher division every year. I think there is probably better talent found in Ahvaz but Sepahan has always been doing things right at youth level.
