There are zero hurdles to Man City buying people from Egypt and Uzbekistan. I am certain it may even benefit them since they can shadily pay them away from all the different venues the way they have been charged 130times for.
Teams do not want to do business for Iranian players for so many reasons not limited to price gouging agents who prefer domestic league sales, sanctions, bad PR, poor diplomatic relationships, difficulty of travel to scout, and easier options elsewhere.
Removing myself from my identity for a second, there is zero reason why anyone would choose Iranian players over Uzbek, Iraq/Saudi, Japanese, Korean, Australian, Egyptian players if the ability is the same. All of the latter are far easier to recruit with less obstacles.
The only Iranian ones who get to Europe and stay are above the level of the others.
Armchair analysis will not fix it. You'd have to send raids to jail/eliminate the agents/akhoonds(very capitalist folks) to stop gatekeeping Iranian talent, fix the political situation, and offer something better than these other countries.
If Azmoun or Taremi score on Khusanov in March then City kheili badbakhte

btw i’m not worried about city, if taremi or azmoun don’t score for third time against khusanov its us who is badbakht.
