I wanted to write up a brief summary of what is happening at Azadi Stadium as the amount of misinformation and lies I've seen online has been insane, even for Iranian standards.
The below very rough view shows how the work is to be phased out.
Phase 1 is 99% complete.
Works involved reinforcing the structure (stands + bowl itself) using micropiles, waterproofing, new electrical + mechanical, new cabling (power + communications), new rooms (suites, media, mechanical, 3 VIP rooms, recording, food stands), new audio system, new tunnel (separate now for players + media), new chairs, plus new aesthetic finishes.
They've effectively strengthened and lightened the structure in that section and will do the same in Phases 2 and 3.
Phase 2 has started but is on hold because anytime a game is played in Azadi, they have to shut down the stadium for at least 4 days to move equipment, close off work areas, setup the stadium...
They should be moving the games to major stadiums elsewhere and going full steam ahead on the remaining phases.
Phase 2 currently is only at the demo stage. The positive of the remaining stages is that it won't require as much work as Phase 1.
However, even if the contractor went back today and started working non stop with no major delays, they still have about a year's work left.
Once it is complete Azadi stadium will essentially be a new stadium. After 54 years it needs a major overhaul.
I can share photos and videos if you are interested. If you see videos where some instagram influencer is complaining about no work being done and what have they done with the money... that's because no work has been carried out in those areas yet INTENTIONALLY. Work has to be built in phases since there is so much pressure to host league and TM games in Azadi still.
