I think the only thing that attracts CQ to these foreign based players is their sense of discipline. Unfortunately many of our domestic footballers are plagued with the "pahavan-salari" that exists in Iran. These are the likes of Rahmati and yes Karimi and Daie. As great of players they all are, it is sometimes impossible to work with them as a coach. Their lack of respect for the coach, and their team often destroys the team harmony. Perhaps this is why we see players like Bitashour in TM. Yes there are better RB options. But they may not be able to execute CQ's directions as well as Bitashours who has been raised in a more structured systems.
We have all noticed the a more disciplined TM under CQ's coaching. This may be why.

But IFF was already corrupt when Mahdavikia and co flourished and made us proud all over the world, and rest assured that if Mahdavikia and co did not get the chance to play for their national team no one would've heard from them or seen their talent, Bakhtiar Rahmani is 22 years old and Payam Sadeghian is 21 years of age, and they deserve their chance with TM more than Omid Nazari and the likes.

He is clearly acknowledging the double standard that exists within the mindset of some players - they'd rather chase wealth and luxury in Iran rather than advance their careers abroad in Europe.
Players like Ansarifard HAD offers from Europe and Kaiser Amir even confirmed this. However, instead of packing up his bags and going abroad when the opportunity was there, Ansarifard decided to go to Persepolis (where he failed miserably). In addition to playing at Tiraktor, Ansarifard has now lost 2 years which he could have potentially spent in Europe. Now, instead of being a worth partner next to Ghoochannejhad or even a competitor for the CF position, Ansarifard remains a far inferior alternative (despite being better relative to other domestic players).
If Esmailzadeh, Ezatollahi, Azmoun, and Jahanbakhsh can all get into Europe without playing for the senior team, so can Sadeghian, Rahmani, etc.
If I recall, didn't Rahmani say he had an offer from a Bundesliga club and would resolve it after Ramezan finished a few months ago? What happened? Sounds more like bazaar garmi and hiking up his own value domestically.

I have never heard of Rahmani recieving European offers and declining them, so I can't really comment on that, even IF he actually recieved offers and it was true and just not bazargarmi, which we can't be sure of. Players like Sadeghian have expressed their willingness to go to Europe already.
All the players you mentioned that got in to European clubs without playing for the senior team, I would guess they got scouted when playing for our youth teams, and not everyone will recieve european offers that way. However, it's about their skill and not them playing in Europe, I agree and think it would be really sweet to see such young players rocking it in European clubs, but if they are good enough and perhaps better than some of the players in European clubs despite playing in the IPL they deserve to be called up.
