It's not surprising that they found themselves innocent but regardless of the bribing evidence a summer World Cup (due to the heat) or winter World Cup (due to European leagues) will not work. Chances are if they insist on this they will be playing a World Cup without soccer powers bothering to enter qualification.

This is really going bad for Fifa. They used Garcias 2 year old investigation and hid it from the public to say Russia and Qatar did nothing wrong. There is no question in my mind that Fifa is corrupt. Thank god that he stood up for his investigation.

Ok so Fifa comes out and says that the Garcia Report (an FBI investigation) showed that Qatar and Russia are cleared of any wrongdoing, and that the English FA is the one that was trying to sway votes:
