The reason why he never would have signed yesterday is because it tends to be last minute transfers, triggered by the top clubs and filtering down. Most transfers that happen out of the blue are between two European clubs or clubs in the same nation as player movement from one club frees up space in the squad.
A lot of teams like to do their business on this day in the hope that making a last minute move for an unwanted player or bigger clubs trying to unsettle a player will mean paying a lower transfer fee for the player than if they'd tried to purchase them earlier in the window.
In Eshan's case, he was reportedly in England for days prior. His transfer was not predicated on players leaving Fulham or Sepahan replacing him and his fee was a pretty negligible amount. Contract demands might have been an issue but they wouldn't take days to sort out.
If there was a work permit issue, Fulham still would have ratified the move and awaited the ruling of an appeal. This process could not be rushed and a decision would have come later this week or some time next week. Also considering the fact that they had other transfer targets for their administration team to be working on yesterday, they never would have wasted time on a transfer that could have been sorted out in the days previous.
