He should opt for Portugese league and go to a team which needs him as a 1st GK.

Except if he's a rotation keeper who will get 1/2 games at least, he should indeed leave or else I don't see why he should stay Iran's 1st choice while being a benchwarmer in Russia.

That was a cool video, I hope if he doesn't go on loan that he fights for his position and gets playing time. I have confidence in him, just like he rose to the top in TM he can do it in Rubin as well.

If you want to be the #1 keeper of a team who already has an established #1, then you should be prepared to be his back-up until you can take hold of an opportunity and run with it. If Haghighi wants to stay and play in Rubin then starting off as #2 is not crazy.
