Since there is very little competition, the people who have the power and financial means to buy the club are going to keep pulling this move until the price is dirt cheap and they can basically get the club for free.

Best case scenario in Asia is to win FIFA club World Cup (never happened to any asian team), and even that won't make up a fraction of that 65 million dollars. No Money in merchandise or ticket sales as well for obvious reasons.
Buying Perspolis for free is still non profitable, as they have major debts.

Outside of Iran maybe but how in the world are they going to make any money? TV Rights? Sponsorship? Merchandise? Ticket Sales?
They also need at least $5 million a season to maintain the cost of club, players and coaching staff.
How much is PP currently making every season? Are they even covering their own cost? If not then these guys who are thinking to purchase PP must be insane.
They're gonna go bankrupt within a year.

There was an auction today for Perspolis and Esteghlal.
Perspolis had three bidders: Behnam Pishro Kish Company, Steel Azin, and Mr. Moazami Nia who apparently is an oil producer. Not motor oil, food oil.
Esteghlal didn't receive any bids. There was interest from a company called Shourico, but they didn't follow the rules of the auction and were not permitted to bid. They didn't make a minimum bid deposit.
It's reported that Perspolis will be sold to one of the three and Esteghlal will have another auction in 10 days.
If a team is not sold, Vezarate Varzesh will "rent" the team out for 3 years to someone.
