no i dont think he can play for any senior side A, B or C until he gets his player card which he will get after he turns 18 in october. This is a good situation as well because he will likely play next week in Atletico Madrid's u-19 UEFA Youth League match

Impossible, The registration for UEFA competition was done 1 week or 10 days after the transfer window deadline.
