warmer at your team and the coach doesn't really believe in you (at this moment) you'll get loaned out.
Players that aren't allowed to get loaned out are the ones the coaches think they might need. So they are confident that those players could be useful. It's up to the players to prove themselves.
I think choosing for 2nd division is the easy way out, players should always aim for the highest and fight for their chances, that's what will make them a better player.
If it isn't realistic for a player to get playing time in a team, they'l get loaned out anyways.
