He means that Etemadi is officially under amateur contract at Almere City. Therefore he is not a "real" professional according to the federation. Many players in the Jupiler League are in the same situation apparently

I don't think that they allow amateur players to play in the second highest division of Netherlands, but I could be mistaken.

Either way, they are playing in the same environment and thus are both professionals.

Achilles'29 is a fully amateur club and they play in the Jupiler League bro. It's a complex thing to explain but a while ago they gave third division teams the right to promote to Jupiler League despite their amateur status which resulted in one club from the third division (topklasse) entering a professional league like Jupiler League.
