No. Exist a law in FIFA, the name is 'Training Compensation' that mean that when you not have more than 23 years old, and you are free, the new club need to paid for the years that he play in academy or club before. For exemple Taha play 5 years in Saipa academy and 2 in Esteghlal, Naval to sign Taha need to paid for this years for Saipa and Estehglal, or.... the former club if want can make a official paper with sign of the president that said we not want any money for the 'training compensation', and wish the best for our former player.
Of course the second option is like impossible in the case of Ali Hazami, they really want to win money with them, because they have a proposal of Sporting Lisbon and Gil Vicente that give 45% for next transfer, and they reject because want money for leave Ali.

you are giving information that only burns his compatriot, without base or information.. Ali was to be only in the first team, but he told the president that will not renew, and for that reason are making difficult move for the player, punishing the kid only because he wants to play in Europe.
