Question about Iraqi player doping

1) A iraqi player who was a player in Teraktorsazi, iran doping committee randomly test sepahan and teraktor team players and find out that iraqi player was doping, so they send the results to Fifa. but iraqi player had left iran team to qatari or iraqi club.
2) During iraqi player stay at his new club, he gets dopping test again and he pass the test and dont show he is caught doping. a results is send to fifa.
3) what is the decision? Iran doping committee vs Iraq doping committee ?
4) how often does fifa, release the list players who have been committed with doping to afc?
5) did fifa informed iraqi federation and was afc was aware of this decision or not?
6) so many questions that still needs answers.
