As expected, Pouraliganji is going nowhere.
The situation for Iranian players going to Europe is sincerely aggravating with time, as generally when a player is really influential and a pilar in the team (eg: Rahmani, Pouraliganji, Sadeghian, Rafiei etc...) Iranian staff will never let them leave, especially when European offers for our players are generally very small financially compared to what the player is getting paid in Iran: unless a club is willing to put a million or two for them most of the time the Iranian team is going to decline as they would only think about making profit (so sell their good player for a good price to be able to replace them with another player of that level).
So now you should understand how Jahanbakhsh and Azmoun went to Iran rather easily as both were still more or less unproven in the league and not worth a lot so their teams could easily let them go whereas when you want a "star" in the league to go to Europe who is worth 1 Mill or close to it (Pouraliganji, Sadeghian, Rahmani etc...), it is much more difficult and to me close to impossible as no one except Iranian/Persian gulf teams will be willing to pay that price for them and the club will consequently only let them go to IPL/Persian Gulf teams.
This is an additional barrier to our players going to Europe after the fact that they prefer the easy money, that's the cold and harsh truth. Unfortunately for him, Pouraliganji has lost the momentum of going to Europe (after the AC, the most "exposed" tournament for scouts until the next WC) and I expect him to be stuck in Iran until Russia 2018 where he will maybe get his chance again, however this was the perfect time, by then he will be considered as "too old".
