He's not the head of CAFA though, the Uzbek guy became president and some Tajik dude named Rustam is the VP.

But I think maybe every grouping of associations within AFC get to be represented by a VP. Kaffashian seems to have taken that role, at least according to
the CAFA Wiki page (with the source being the FB page of the Afghanistan FF - so who knows lol):

Look at the committee members and vice... out of 5 Asian giants only Japan and Australia are on the committee while South Korea, Uzbekistan and Iran has no representatives.

The head is an Arab as usual. They are dominating the committee as well with three Arabs and three affiliates. Then you have some irrelevant footballing nations such as Guam, Bangladesh, Maldives, Myanmar, and Singapore in the committee. There two Arab vice presidents at the place as well to guarantee every favorable outcome for them.

AFC is a total joke you can see through all installations. They are all at place to keep the interest of Chinese and Arabs in place.
