I think he's linked to another Russian team. Remember Hajsafi being linked to Bochum?
My guess is Rostov as they need a LB and have more foreign spots left than Terek. There are tons of interviews with Rah Ahan president, coach and even Milad himself saying that the Russian offer is legit. Also the Rah Ahan homepage has already confirmed the offer.
