There is no wat Teraktor spent less than Sepahan & Esteghlal. Maybe they are not counting Ando and all the "sarbaz" players like Khalilzadeh. Just Khatibi & Olivera together cost more than Naft MAsjed Soleiman.

the cap was higher for clubs participating in asia.i dont know what the cap was..
