    Chuck Blazer, ex-FIFA official, admits to arranging and accepting bribes

    BINGO! I'm assuming the country who did this was Morocco as they had bid for both of these World Cups.

    Former FIFA executive committee member Chuck Blazer told a U.S. federal judge that he and others on the governing body's ruling panel agreed to receive bribes in the votes for the hosts of the 1998 and 2010 World Cups.

    Prosecutors unsealed a 40-page transcript Wednesday of the hearing in U.S. District Court on Nov. 25, 2013, when Blazer pleaded guilty to racketeering and other charges.

    Blazer, in admitting 10 counts of illegal conduct, told the court of his conduct surrounding the vote that made South Africa the first nation on that continent to host football's premier event.

    "Beginning in or around 2004 and continuing through 2011, I and others on the FIFA executive committee agreed to accept bribes in conjunction with the selection of South Africa as the host nation for the 2010 World Cup," Blazer told U.S. District Judge Raymond J. Dearie.

    Blazer was the No. 2 official of football's North and Central American and Caribbean region from 1990-2011 and served on FIFA's executive committee from 1997-2013. South Africa defeated Morocco 14-10 in the host vote.

    South African Football Association president Molefi Oliphant sent a letter to FIFA secretary general Jerome Valcke in 2008 asking FIFA to withhold $10 million from the budget of the 2010 World Cup organizers and to use the money to finance a "Diaspora Legacy Programme" under the control of then CONCACAF President Jack Warner. South Africa Sports Minister Fikile Mbalula denies the money was a bribe and says it was an "aboveboard payment" to help football development in Caribbean region.

    Blazer also said he was involved in bribes around 1992 in the vote for the 1998 World Cup host, won by France over Morocco 12-7.

    Warner was among 14 football officials and businessmen named in an indictment announced last week, and those charges said a Moroccan bid representative offered a $1 million bid payment. Blazer, whose guilty plea was made public last week, said he agreed with others "to facilitate the acceptance of a bribe."

    He also admitted to corruption involving the CONCACAF Gold Cup, the region's top national team tournament which he helped launch in 1991.

    "Beginning in or about 1993 and continuing through the early 2000s, I and others agreed to accept bribes and kickbacks in conjunction with the broadcast and other rights to the 1996, 1998, 2000, 2002 and 2003 Gold Cups," Blazer said.

    While many of the allegations were made public last week, the transcript of the closed-court hearing in Brooklyn more than 1 1/2 years ago put them in the first-person voice of Blazer, once the most powerful football official in the United States. Blazer's allegations have assisted an investigation by U.S. prosecutors, who foresee additional people being charged.

    FIFA President Sepp Blatter, who has run the governing body since 1998, said Tuesday he will be resigning, an announcement made six days after the indictments were unsealed and four days after he was elected to a fifth term. A new president will be chosen by FIFA's 209 member nations and territories, likely between December and March.

    Now 70, Blazer was wheelchair-bound at the hearing, according to Dearie. Blazer told the court he had received chemotherapy and radiation for rectal cancer, and he also suffered from diabetes and coronary artery disease.

    Dearie said prosecutors "identify FIFA and its attendant or related constituent organization as what we call an enterprise, a RICO, enterprise."

    "RICO is an acronym for, and don't overreact to this as I am sure most people do, Racketeering Influenced Corrupt Organization," the judge said.

    Blazer forfeited over $1.9 million at the time of his pleas to racketeering conspiracy, wire fraud conspiracy, money laundering conspiracy, income tax evasion and failure to file a Report of Foreign Bank and Financial Accounts. He agreed to pay a second amount to be determined at the time of sentencing.

    Four sections of the transcript were redacted by prosecutors, presumably to protect avenues of their investigation.

      Europe Or US Likely Destination If FIFA World Cup Moves From Russia And Qatar, But Legal Fight Could Drag On

      Qatar has already said it won’t give up easily, if it comes to a fight. Speaking on Wednesday, Qatar’s foreign minister Khaled al-Attiyah said: "No way Qatar can be stripped [of the Cup]. We are confident of the procedures and deserve to win it because we presented the best file." He also said Qatar would be able to prove it had done nothing wrong.

      Paul Greene, a sports lawyer who has appeared numerous times in front of the International Court of Arbitration for Sport in Lausanne, Switzerland, says that such a move to strip hosting rights would be utterly unprecedented in sport. It would be difficult to foresee how a legal challenge by Russia or Qatar might unfold.

      “I would imagine the place it would probably start is the Court of Arbitration for Sport,” he said. However, “it’s not 100 percent clear that that would be the ultimate place at this stage. They might bring a lawsuit in a civil court in their own country and get a judgment against FIFA,” he said.

      Arbitration can be a complex procedure, Greene said, and much of Russia and Qatar’s legal recourse would rely on the contract under which both World Cups were officially awarded to them. For now, those contracts are not publicly available.

      “I haven’t seen the contracts for the World Cups, but there could well be a morals clause that says something like ‘if you disgrace us in any way or don’t present FIFA’s image in a positive way, you will have the contract terminated,’ " he said.

      But because stripping a team of a World Cup would be a first, according to Greene, judges and arbitrators would look for analogies to other situations in the past to find some sort of guiding precedent. In this case, the judges may look at how cases involving individual sports stars panned out in the past. “Arbitration is featured in individual contract disputes all the time," he said, and those contracts "are often cited at the Court of Arbitration in Switzerland.”

      As for what might happen to Qatar and Russia, given what we know now, Greene said he believed that Russia would retain the rights, but Qatar would almost certainly be switched as the U.S. government's probe of FIFA advances. "I won’t be surprised," he said, "if they pull something that implicates Qatar.”

        im sorry but just because the US/UK have managed to unveil the corruption in FIFA does not entitles/ justify for them to host the world cup! isn't this itself a type of bribe and motive? or did they do it to get justice done?
        countries who had already been host to the world cup should not be able to host it if there is already another eligible country that can host ( Australia for 2022 for example) the event! world cup happens every 4 years and to be honest a country that has already hosted it ( no mater how great it was and how efficient they are) should be allowed to host it!
        also point of view the audience in the Europe and america that dont want to wake up and watch the game, then they really dont love the game! we iranians wake up in the middle of the night to see out TM play (sometimes with the result of 0-0 against Palestine) , doesnt matter if we have exams, xmass, new year or what ever time of the year it is.
        this is my 2 cents and a half.

            He does have a point though. As corrupt as FIFA is, the system of rotating confederations for a WC is a good one. 2018 should be given to Russia or moved to England. 2022 should be moved to Australia to keep it in AFC.

                In Asian cup games they used Williams is two of Iran's matches. He basically eliminated Iran so that Australia could become champion.
                So obvious and absurd. So if they had been fair they would deserve to host. A nation that assigns a redneck referee with pre-defined goal is just as bad as qatar in actions.
                We can blame the australian federation for what happened and what they cannot have for being bad.
                Cheated by the FIFA referee in Argentina match and then cheated by an Aussie are sad stories of football

                        Former Brazilian attacking midfielder Zico has provided a reason why Qatar shouldn’t hold the 2022 World Cup.

                        The current AS Goa head coach was fairly straightforward about the hosting of FIFA’s biggest tournament in eight years time, saying a World Cup shouldn’t occur in a country “that doesn’t have football.”

                        This statement comes after U.S. attorney Loretta Lynch revealed the awarding of the 2018 and 2022 World Cups are under investigation and the possibility of a re-vote could be in order depending on the findings.

                        The UK’s sports secretary John Whittingdale then announced that England would readily take the opportunity to host the 2022 event if it became up for grabs.

                        It appears Zico would more or less agree with that sentiment:

                        “With respect to Qatar as a country that wants to grow, you can’t have a World Cup in a country that doesn’t have football,” Zico said to Sporting News.

                        “You cannot change the fact that all of the world is used to seeing a World Cup for one single country.. Why does this country have that strength? I worked there [Qatar] when I was Iraq’s head coach. They don’t have 1,000 people at their stadiums. There are matches where not even the players’ families go.

                        “If the irregularities are proven that there was buying of votes for this nomination, I think that, no matter who did it, we should stop and start over again, make a different kind of election,” he said.

                        Zico give us a personal insight into soccer’s popularity in the region and at the same time, helps make the case for the United States as well as other countries that already have infrastructure to hold an affair of such magnitude.

                        But the Supreme Committee for Delivery and Legacy and Qatari FA seem adamant on maintaining their grip on the competition, indicating they are ahead of schedule with the building of “excellent” stadiums.

                                The independent chairman of FIFA's audit and compliance committee, Domenico Scala, has reportedly claimed Russia and Qatar could lose the right to host the World Cup if evidence emerges of bribery in the bidding processes.

                                Over the past two weeks, FIFA has been embroiled in controversy as seven FIFA officials were arrested in dawn raids at a hotel in Zurich among 14 people who were charged by US authorities over allegations of racketeering, wire fraud and money-laundering conspiracies spanning 24 years.

                                The bidding processes for the 2018 and 2022 World Cup finals were not subject to any charges announced by U.S. authorities, but the FBI's on-going investigation into corruption at world football's governing body is set to put those processes under scrutiny.

                                Both Russia and Qatar have strenuously denied any wrongdoing. England lost out in the 2018 voting process to Russia, along with combined bids from Spain/Portugal and Holland/Belgium, while Qatar were unexpected 2022 winners ahead of the likes of the United States, South Korea, Japan and Australia.

                                And Scala told Swiss newspaper Sonntagszeitung if anything untoward was uncovered, there could be the most serious of repercussions.

                                "Should there be evidence that the awards to Qatar and Russia came only because of bought votes, then the awards could be cancelled,'' he is quoted as saying in the newspaper.

                                Despite the investigation, FIFA president Sepp Blatter was re-elected, but on Tuesday the 79-year-old announced his resignation and Scala announced that FIFA would revisit how its entire organisation, including the powerful executive committee, is structured.
