^^IFF should ban these teams for 1 season from Hazfi cup. If they have signed an agreement to take part in the tournament and they decide not to take part, it is not fair to other teams. they need to pay the prize by being banned for 1 season from next year's hazfi cup!

I understand what you are saying. But lets not forget Iran doesn't fall in the "most countries" department. What is the points of letting 2nd division teams enter playoff when not are qualified for ACL games?
None of second division and most of first division teams ( yes they are teams n not a club) has less than minimum requirement of ACL or even IPL. All they can do is wasting time, resources and make playoff more unfair as it is. It will make few IPL team to have more games to play than others.
