                World Cup qualification games are under the jurisdiction of FIFA.
                FIFA has no such rule otherwise half its members would be screwed.
                Neither FIFA or AFC is going to take money out of its members pockets like this.

                Iranian journalists making wrong conclusions again.
                To be expected when half the journalists are there because their dad hired them to avoid having a deadbeat son or daughter at home doing nothing.

                  Your saying is not really true. AFC representative didn't allow Afghanis to bring more than 15k to Samen stadium which has capacity of 35k because of chairs. It is not far from reality. You can check this issue.

                          No capacity would go to 84k, which it officially is now, if they put chairs or not capacity wont change, because before AFC forced IFF to assign places for concrete benches
