I'm fairly certain there can be any nationality in MLS if they are paid under the cap limit, but you can have up to 3 players paid over the cap limit (Designated Stars). I'm fairly sure LA Galazy has a good amount of Mexicans, Delagarza who plays for Guam, and a few other nationalities. There are some teams like Seattle Sounders that have players like Clint Dempsey as their Designated Star that they can pay a lot of money to.
When Beitashour was on Whitecaps, he was considered an Iranian player, but I remember there being a guy from Congo or another African country, and a few other players of non-American nationalities.
I'm just assuming, but I'm fairly sure the 3 player issue is players who are stars and are paid like stars ($1 million plus). Gucci or Jahanbakhsh would probably receive the higher end of the cap, but I doubt they are brought in as designated stars. They would be like Ashley Cole, the English Right Back, who plays for LA Galaxy.
LA Galaxy's Designated players are Robbie Keane, Steven Gerrard, and Nigel De Jong.
But, they also have Ashley Cole from England, Clement Diop from France, Nigel De Jong from Netherlands, Leonardo from Brazil, Delagarza from Guam, and a couple of more nationalities in the team.
So, I don't think it is 3 international players maximum, it is 3 star players that you can pay more than the cap. I do not honestly see Gucci getting paid more than guys like Ashley Cole or Nigel De Jong, so he could easily come to MLS.

I would rather see Reza in the Eredivisie, but I won't begrudge him an MLS adventure. He will probably get paid much more than at a Dutch club, and he will see something of the world. He's nearing his 30's, and as long as he stays away from Persian Gulf Leagues and keeps scoring goals for Team Melli I'm fine with it.

What I know or been told is that unlike most other leagues MLS owns & supposedly has sole control over Payroll of every team in the league & regulate the appropriation of all designated players to all teams . ..!? Or @ least it Used to be this way @ at the inception of the league...! Another thing is that like you mentioned, I have also noticed that teams from certain high profile cities (LA, NY, TFC,etc. )do get more DP & payroll allowances than other teams from smaller markets, like SKC ..!
Still the fact remains that Reza will surely be considered a DP player & hence his move to MLS will likely face more scrutiny from Salary & DP allowance perspective. .,!

I figured Esteeve was a local player & not subject to such ..!? Since he has always lived here & got drafted into this league or was he !?? Perhaps when he joined TM, his status changed to an international ..! ? In which case I'd assume he probably got a significant pay raise too as a result of Iran call up !??

All are great options, personally because of how much love I have for NEC I would definitely like to see him there above the other ones although Utrecht would be cool too since they finished 5th and will enter Europa league qualification. Eredivise would be a perfect destination for him let's just hope he doesn't opt to go for $$$$ in Iran or QatarTeam Meli Iran

I'm afraid Reza will decline MLS due to jetlag affecting his chances with Team Melli.
I mean I know it's 50-50 when it comes to club and country. Professionalism and Patriotism.
But honestly, who wouldn't want to make the right decisions so that they would be able to play for Iran. Especially in this era. Such a special time to be a Team Melli player.
As much as I would love to go to RFK Stadium and watch him play, I'd rather him play in a league like Eredivisie (where he started his career) and stay in form for the national team.

NEC would be some awesome shit.IRI's politics is no different than handling a pressure cooker ..... As the pressure builds up, you slowly let the steam out just a tad bit so that you don't see overflow, and once the pressure from below is less, you put the lid down again and raise the temperature.
