Apparently yes. Iran-Turkmenistan was originally listed to be played at 5 PM local time, but now the FIFA site says 3 PM. This change of time, is may be to give TM time enough to catch a plane for their trip to Guam.

That being the case, here are the new times for different zones.

It's so retarded to play the game at 3 PM in Tehran, that is exactly the worst time a match can be started on a weekday.
