I don't think they can! Hammarby prepare their game based on Esteghlal. They have probably seen and analyzed eses's recent games in order to prepare themselves. They can't just send another team instead of Esteghlal.

Hammarby*har planerat för*allsvenskt genrep*mot iranska storklubben Esteghlal på Tele2 Arena den 25 mars. Nu uppges Bajens genrep vara i fara – motståndarna har för många landslagsspelare.

Det är iranska nyhetsbyrån*Tasnim News Agency*som hävdar att matchen mellan Hammarby och Esteghlal är på väg att ställas in. Detta då flertalet spelare i den iranska klubben har kallats in på landslagsuppdrag.
Man skriver också att förbundsordförande Karl-Erik Nilsson ska vara inkopplad för att diskutera frågan med Irans förbundsordförande Ali Kaffashian angående matchen. Nilsson ska ha ringt Kaffashian och ombett honom att undvika att ställa in matchen.

Hammarby representative Henrik Kindlund was quoted in Swedens biggest newspaper Aftonbladet saying that they will file a complaint to FIFA and fine SS for canceling with such short notice, if they in fact cancel. But they hope the match will resume and he also said we might have to go to Iran and get force them to Sweden.
