Throughout the history we know major wars or conflicts would result in FIFA or other governing bodies suspending nations that are directly involved in those "activities".

Recent attacks on Paris, with Belgium harboring some terrorists, could this lead into Belgian suspension from the upcoming tournament?
Turkey-Russia conflict. Could either one of those also be suspended? How serious does it need to get before FIFA takes action? If Turkey is kicked out, The Netherlands could take their place at Euro 2016.
