And it's not exclusive to Iranian players, clubs want to get profit as much as possible from their players so they sell them before their full contract is up and the players become free agents, because then they get no money from them.
It's the same system everywhere in the world it's just that in Iran you have a lot of 1 year contracts so players leave after 6 months if the offer is attractive enough to the club
