If foreign ministry had acted sooner the saudis would not be crying wolf today. Anyway Kafashiaan's job is easy if he has the brain and courage to speak loudly and show the news and video of the victims of Jeda crimes by saudi officials against two innocent religious pilgrims who were teenagers.
I would speak loud and ask AFC which country is safer? the place where the officials of saudi regime rape children at the airport or Tehran. then rest his case. Then say to AFC yes, saudis fear because of the families of the victims. There is no guarantee of what they do but saudis are the ones who are gulity and need to be banned. They cannot use their financial power to control members. ban saudis till they send the two criminal saudi officials to Iran for trial and punishment. Then Iran will ensure security for all saudis travelling in iran.
So saudis know what they did in Jeda is wrong and they worry about revenge by the families of the victim. Iranian teams should not suffer because of saudi government officials' crimes.
