Tiebreakers
The teams are ranked according to points (3 points for a win, 1 point for a draw, 0 points for a loss). If tied on points, tiebreakers are applied in the following order:[11]
1. Greater number of points obtained in the group matches between the teams concerned;
2. Goal difference resulting from the group matches between the teams concerned;
3. Greater number of goals scored in the group matches between the teams concerned;

I don't get the tie breaker rules, could you explain them to me? Thank you.
Looking at the rule book, it looks like they had to use the Fair Play criteria for the ranking. N. Korea has 7 yellow cards, KSA has 9, team with the lowest points goes through.
