Apparently you can get a travel card or something like that in Portugal that lets you travel in and out of Portugal without a Visa. I think thats what he has. 90 mentioned it in one of their articles.

Sa's semi-significant number of starts before departure also may suggest Viganda likes to rotate his keepers..??

He basically says, that he played in smaller teams such as Covilha and Penafiel to gain experience and that he preferred experience to money. Haghighi could've signed with Sassuolo who are currently 7th in Serie A, but he wasn't guaranteed a spot and chose Penafiel instead. Due to his performance in Penafiel, he is known among Portuguese experts, fans and journalists. He wants to take step by step to play in a good European team in a few years.
