The way that Moshiri is running the club is a joke - reactive, without any long-term vision or plan and is calling a lot of the football shots himself. He just seems to be making it up as he goes along and as a result Everton have gone from one of the best run clubs in PL under Moyes era to a total mess.
Brands was brought in as DoF but was given very little influence on bigger footballing decisions and they didn't follow his vision for the club at all. For example he...
- didn't have a say in Moshiri's appointment of Silva
- then didn't want the club to sack Silva (Silva himself was screwed when he was left without any defensive midfielders when the club sold Gueye without his backing and then his replacement Gbamin got a serious injury in his first few games)
- wanted to invest in a younger profile of player to progress the club as he did as PSV (but wasnt given backing to sign the likes of Dumfries and Lozano before they became more expensive)
- didn't want the club to waste the money that was asked for on the likes of Zaha and Iwobi (the latter was signed behind his back)
- didn't want Ancelotti as manager
- had to back down again when Ancellotti wanted older players like James and Allan
- signed Richarlison, Doucoure, Mina and Digne - Everton's best signings in the past few years
- didn't want Benitez as manager
- had to deal with the FFP mess that was created by offloading players
From an Iran/Azmoun perspective, some reports are suggesting Brands ruled out signing him just before he left, pointing out they already have 4 strikers at the club and clearly worried about FFP and the longer-term sustainability of the club. So it could be that Moshiri tries to sign him in January. However given the way the club are being run and that it's not clear at all that Benitez would want him I'm not sure it would be the best career move for him.
