The issue of ethnic and religious minorities:

*Why Baluch and Zoroastrian people are more interested in Cricket than Football?
*Why Kurds are more interested in Wrestling, Weightlifting, Boxing and not so much in Football?
*Why Assyrians who had a large presence in Iranian Olympic Sports such as Boxing, Athletics and others, only had few representatives in Football such as Gela Youhanna, Edmond Younanpour, Steve Beitashour?
*Where are the Jewish-Iranians in Iran's sport teams and clubs?
*Why before Year 2000, Turkmens did not get a spot in Team Melli? The case of Abdol Jalil Golcheshme 1998/99 Azadegan League Top Scorer?!!! Behnam Seraj 1997/98 Top scorer who was not ethnic Turkmen went to 1998 World Cup and sat on the bench but Abdol Jalil Golcheshme was not even capped in friendlies!!!
*Why Edmond Bezik who was a superb finisher only had a few Team Melli caps and continously overlooked?

Some religious minorities went on and featured for foreign national teams.

in case of Assyrians, it's because they feel closer to Iraq. That is their original homeland, no matter who rules over it, Assyrians belong to northern Iraq

I still feel there is more to it. We could argue that Armenians would consider Armenia their original home too. Both ethnic groups Assyrians and Armenians always loved Persians and Iran in the modern era 16 century onwards The bond even grew stronger in World War I and with Armenians during the Constitutional Revolution. Actually all Christian population of the Middle East always fond of Iran and Persians in modern era, look at their people in Lebanon, Iraq and Syria how close they are with Iranians, allies against common enemies.

The most important issue,relating to effects of politics with Iranian football.....is,the political use of football,by the regime.
The fact that,the islamic regime,subsidizes football for a reason..as while all industries and enterprizes are under budget,and failing,and under developed,while football thrives...the fact the people and the public needed to be bussy and occupied,..the fact that, iranian league,without any revenue,pays top dollars to players and even forign players..so much so,players leave European clubs to play for Iranian clubs..the fact that the regime pays even more,for top two clubs,to keep the derby going strong and people,fooled.,..etc,etc.
