That's how the whole footballing system works. Players are not at their best at age 21. Usually they are still developing. If you see a player like Azmoun that has great upside and can be a difference maker in the future, maybe you buy him when he has 4 goals for cheap, and hope (all teams have to hope, there are so many young players bought by top leagues that never pan out) that they improve to scoring 10-20 later.
Seriously, some of you are so focused on the 4 goals. If he was scoring 15 at his age, he'd be Neymar, and he'd be on Barca. Give the kid a chance to develop. He could easily be a Mandzukic/Dzeko type player on Wolfsburg, Atletico, etc. Or he could end up scoring 0 goals for the rest of his career. Nobody knows, but that's why scouts look over and suggest that teams invest in certain players. It's a business and many teams will seek to profit for buying possibly the next Ibra for $4 million.
If he doesn't pan out, well $4 million in EPL or Bundesliga is recouped in 1 player bought for $4 million and sold for $25 million.
Some of you should tell me how many 21 year olds are scoring 15 goals in a top 7 league that aren't already on Real or Barca. It's extremely rare, and Sardar is doing just fine to be on an Everton or Wolfsburg. Stop short-changing our players, please. The guy is a stud for his age, whether you are sad about the statistics or not. An often times starting striker on a team that probably finishes in the top-3 of the table of a top-7 ranked league in the world. Seriously people, think about these things and stop yelling "4 goals!!!!" at me.
Luckily, professional scouts are not as naive as some on this forum.
