When they don't even show their games how are they going to get fans? I remember Sepahan's semi final in ACL against Kawasaki Frontale was also not shown live on TV. TV ratings are important and it matters to advertisers. They will get better commercial rates if they know they will have more viewers.

And those kids are right. Persepolis fans still outnumber all other fans in Iran. Why do we deny this fact? It doesn't take away from the other teams or their respective fans.

And they can get fans the same way everyone else does, by playing well (consistently) and inviting people to the stadium.
