Noormohammadi is a veteran defender of Persepolis who has given Ghalenoei's teams a lot of headache. A very disciplined player.

Of course I don't want them to go and I doubt Branko will approve of their departure.

Getting rid of noormohammadi will be the best thing that has happened to the club since we won the title in 08' that guy is really below PGL standard. I wouldn't even want him on my team if I was sanat naft, by far the slowest and low IQ defenders to put on a Persepolis shirt. I will be celebrating his departure as if we won the league.

Looks like Bazar garmi, since his contract has ended. On the other side, Genclerbirligi is not much stronger than an average IPL side.

Agreed, definitely bazar garmi. He was barely good enough for PGL. He certainly has a lot of potential I have been saying that for years now with no results. He's just a major flop in my book.

Both Nourmohammadi and even Bengar arguably are downgrades from the likes of Khaled Shafiei, let alone Khalilzadeh.

You could argue that Bengar at least still has his strength/height and fighting spirit but it's about it. Tractor is just going to have a completely new team as usual next season

Persepolis would easily beat Gencergibilci. The top teams in Iran are much better than mid table or low turkish sides

I can bet you, let them play 10 times together and 8 out of 10 they beat any team from Iran. I lived there for while and i know their football. They have real mean of professionalism when it comes to football. Facility, players quality, coaches, stadium, fans, everything...
They have probably 7-8-9 most competitive league in Europe behind 4 giants and France, Portugal, Russia and maybe Holland. even if you look at number of famous players who get transferred to their local league is nothing short than Dutch league or even Russia. Watch some of local games between mid table teams and you understand what i mean..

Not saying that IPL is on par or better than the Süper Lig, but we played a lot of games against Turkish teams and our record has been quite okay

Again, those were all training camps games, teams play 10 different combinations. Arab clubs traveled to Europe and beat some Europeans during same kind training camps, that doesn't mean they can beat them or even come close in best of 7(if that was the case).There is a reason why Turkish league is highly ranked in Europe and so many stars join their League. The quality is much better than Greece League or even some extend better than Dutch League, as i said before it right after Russian league in level of quality.

Yes he can with caveat.
He should complete his term of contract (or cancelation /mutual agreement).

Esteghla Khuzestan Manager criticized strongly Kamalvand and the way transferred and signed Jesus.
Jesus contract with Esteghlal khuzestan was for one year and according to Kamalvand (who filed a complained against Pourkiani) there were no restriction for new contract with G F.
I don’t know exact law and regulation regarding employing foreign labor/ employee in Iran ( * ) but in most counties law and regulation forbid this transfer and contract with GF since his job and work permit was obtained by Esteghlal Khuzestan. Employee will remain tied up to company who got his entry visa until he obtain clearance ( Financially) then he has to leave the country and come back with new job permit and visa ( in some countries he may not leave the host country but he still need to change his visa .
Unless GF has obtained job permit from Dept. of labor with new Visa his contract is illegal and GF has violated the regulation.

(*)In most countries new Employer require to obtain NOC( No objection certificates& Clearance letter) and new visa.

Jesus can be transfer to any IP club but he still has to follow rules and regulation. Clearance , notification to DOL , new visa for new contract is required.

آيين نامه اجرايي ماده 129 قانون كار جمهوري اسلامي ايران. مصوب 71 همراه با اصلاحات بعدي 1368 -78/01/-621

الف ـ چگونگي صدور، تمديد، تجديد و لغو پروانه كار اتباع خارجي*
ماده 1. پروانه كار اتباع خارجي كه رواديد با حق كار آنان موردموافقت هيات فني اشتغال اتباع خارجي موضوع تبصره ماده (121)قانون كار قرار گرفته است ، توسط وزارت كار و امور اجتماعي ـ اداره كل اشتغال اتباع ارجي ـ صادر مي شود.
تبصره 1. صدور رواديد با حق كار در مورد اتباع خارجي موضوع ماده (122) قانون كار جمهوري اسلامي ايران از شمول اين ماده مستثني بوده و وزارت كار و امور اجتماعي مي تواند حسب موردرأساً اقدام نمايد.
تبصره 2. وزارت كار و امور اجتماعي مجاز است در موارداستثنايي موضوع ماده (126) قانون كار جمهوري اسلامي ايران بدون رعايت تشريفات مربوط به صدور رواديد كار و با رعايت ساير قوانين مربوط ، پروانه كار موقت سه ماه صادر نمايد؛ ولي تمديد پروانه كار اين گونه افراد، پس از تاييد هيات فني اشتغال مجازخواهد بود.
ماده 2. كارفرماياني كه از خدمات اتباع خارجي استفاده مي نمايندمكلفند مدارك لازم جهت صدور پروانه كار اتباع ياد شده را ظرف مدت يكماه از تاريخ ورود تبعه خارجي به كشور، به واحدهاي ذي ربط در وزارت كار و امور اجتماعي ارائه نمايند. در غير اين صورت وزارت كار و امور اجتماعي به استناد ماده (181) قانون كار، مراتب را به مراجع قضايي اعلام مي نمايد.
ماده 3. صدور پروانه كار جهت كارشناسان و متخصصين خارجي موردنياز دولت پس از تاييد هيات فني اشتغال اتباع خارجي وتصويب مجلس شوراي اسلامي در هر مورد توسط اداره كل اشتغال اتباع خارجي انجام مي گيرد.
تبصره . شرايط استخدامي كارشناسان و متخصصين فني خارجي موردنياز بخش دولتي و اجازه صدور پروانه كار بنا به پيشنهادوزارت كار و امور اجتماعي و سازمان امور اداري و استخدامي كشور، به تصويب مجلس شوراي اسلامي خواهد رسيد.
ماده 4. كارفرماياني كه از خدمت اتباع خارجي استفاده مي نمايند،مكلفند در صورت تمايل به تمديد پروانه كار كارشناسان خارجي شاغل در واحدهاي خود، مدارك لازم را جهت تمديد پروانه كار به انضمام گزارش عملكرد برنامه آموزشي حداقل يك ماه قبل ازانقضاي اعتبار پروانه كار به واحدهاي ذي ربط وزارت كار و اموراجتماعي ارائه نمايند.
ماده 5. تمديد پروانه كار اتباع خارجي موضوع ماده (3) اين آيين نامه توسط وزارت كار و امور اجتماعي بلامانع اس .
تبصره . هرگونه افزايش در نيروي كار خارجي طرحها، يا تغيير درنوع تخصصهاي مصوب قبلي ، منوط به طرح مجدد موضوع درهيات فني اشتغال اتباع خارجي خواهد بود.
ماده 6. كليه درخواستهاي تمديد پروانه كار اتباع خارجي شاغل دربخش خصوصي ـ در هر نوبت تمديد ـ در هيات فني اشتغال اتباع خارجي مطرح و تصميم گيري خواهد شد.
ماده 7. اتباع خارجي داراي پروانه كار معتبر كه قرارداد استخدامي آنان با كارفرما به هر دليل فسخ مي گردد، در صورت تغيير كارفرما،مشمول تجديد پروانه كار مي شوند.
ماده 8. تجديد پروانه كار اتباع خارجي ـ در موارد تغيير كارفرما يانوع كار ـ به استثناي اتباع موضوع ماده (122) قانون كار، پس ازموافقت هيات فني اشتغال اتباع خارجي توسط واحدهاي ذيربط وزارت كار و امور اجتماعي انجام مي گيرد.
ماده 9. در مواردي كه رابطه استخدامي تبعه خارجي با كارفرما قطع مي گردد، كارفرما مكلف است حداكثر ظرف پانزده روز مراتب راجهت ابطال و ضبط پروانه كار تبعه خارجي به واحدهاي ذيربط وزارت كار و امور اجتماعي اعلام نمايد. با متخلفين در اين زمينه طبق ماده (181) قانون كار رفتار خواهد شد.
تبصره . اشتغال مجدد تبعه خارجي كه پروانه كار وي ابطال گرديده است ، به هر صورت مشمول مراحل صدور پروانه كار خواهد شد.
ماده 10. وزارت كار و امور اجتماعي ميتواند نسبت به لغو پروانه كار اتباع خارجي كه شئون اسلامي ، قوانين و مقررات جاري كشور وموازين انساني روابط كار را براساس گزارش و اعلام مراجع ذيصلاح رعايت ننمايند، اقدام نمايد.
تبصره 1. وزارت كار و امور اجتماعي مي تواند پس از لغو پروانه كار، اخراج تبعه خارجي از كشور را از مراجع ذيصلاح درخواست نمايد.
تبصره 2. وزارت كار و امور اجتماعي در صورت لزوم مي تواند ازمراجع ذيصلاح ، ممنوعيت ورود اتباع بيگانه اي كه بيش از دو بارمرتكب تخلفات موضوع اين ماده شده -ند را درخواست نمايد.
ماده 11. روش اجرايي و مدارك لازم جهت صدور رواديد ورود باحق كار و همچنين صدور، تمديد و تجديد پروانه كار اتباع خارجي به موجب دستورالعملي مي باشد كه بنا به پيشنهاد اداره كل اشتغال اتباع خارجي به تصويب وزير كار و امور اجتماعي مي رسد.

Esteghlal Khuzestan apparently know about Labor Law and Visa issue.
They said they will cancell his visa , and if they do , base on my limited labor law it means no NOC.

خوزستان اسپورت- باشگاه استقلال خوزستان برای لغو پروانه کار فرناندو خسوس اقدام خواهد کرد.

به گزارش خوزستان اسپورت، فرناندو خسوس دروازهبان برزیلی فصل گذشته تیم استقلال خوزستان در حالی که مشغول مذاکره با این باشگاه برای تمدید قرارداد بود، بهصورت ناگهانی راهی تبریز شد و با گسترشفولاد قرارداد بست.

این اتفاق در حالی رخ داد که خسوس با مجوز اقامت و پروانه کار صادر شده بهنام باشگاه استقلال خوزستان در ایران حضور داشت و همین امر سبب شد تا قائممقام باشگاه استقلال خوزستان اقدام باشگاه گسترش را به آدمربایی تشبیه کند، چرا که مسئولیت قانونی حضور خسوس در ایران با استقلالیها بود.

در همین راستا، باشگاه استقلال خوزستان پیگیر مراحل اداری لغو پروانه کار صادر شده بهنام این باشگاه برای فرناندو خسوس است تا از این پس مسئولیت قانونی در قبال حضور این دروازهبان در ایران نداشته باشد.

خسوس پس از عقد قرارداد داخلی با گسترش راهی برزیل شده است و پس از بازگشت به ایران باید از طریق این باشگاه تبریزی برای دریافت پروانه کار و مجوز اقامت اقدام کند.
