many of such folks/probably most? are Sarbaz @ time of their departure, hence leave the country Ghachghi..!!

I know a few folks who left the country without completing sarbazi, and they eventually aged out of being a sarbaz, or a parent passed away so they were able to get exemption.

Ryan Tafazolli: Overcame a couple of edgy moments early on to play very well indeed. Got on the end of numerous crosses. Didn’t worry when Paul Taylor started dribbling at him 8"
