    There are multiple issues and some of problems are related to Tender itself and how was conducted. There seems to be some irregularity about that.
    Main issue is the transfer itself. There is no regulation preventing a club to change ownership as long as the new owners comply with stated standards. If Naft owners decide they no longer interested in pro football activities and decide to sell they can sell it event without public tenders. Naft is only selling their IPL right and their football team. At current time they have released their players and only thing is remain is IPL right and their balance sheet.
    Without players Naft will be unattractive investment for any buyers.

    It is my understanding that if even IFF prevents this transfer and issue remains unresolved for 3 months, Malavan will not be relegated. Last season 3 teams relegated (exceptional) and with Naft gone Malavan will stay and Fajr has no chance.

    IFF officials knew about Naft situation but like every other issues act very late and confuse.
    It's a hopeless ugly scenario and it’s sad and disappointing that one good club just vanished.
    If they don't do something about broadcast right to inject funds to IPL clubs few others will vanish as well.
    It is not over yet.
    New owners may not have enough time to comply.
