Not better than France; the mid-tier teams and lower-tier teams are better than Russia, but Russia has better top tier teams (Zenit and CSKA are better than AJAX and PSV).

Very debatable, in last year's champions league PSV finished second in a group with Wolfsburg, Manchester United and CSKA who finished last in the group.

I as a Dutch member and PSV fan can confirm that the Dutch league is definitely not the 5th best league in Europe. Not even near and nobody in Holland would even claim that it's the 5th league.

Holland was one of Europe's top leagues in previous decades, but in recent times, they are not in the top 5. Holland has become a feeder league to the top 4 leagues, so there is definitely a lot of players with high potential in Eredivisie. Problem is, once a player (e.g. AZ's Vincent Jansen) plays well for a season, they are plucked up by an English or German team. Based on this situation, Holland's league has suffered. Lack of an ability to retain high quality players.

PSV was head and shoulders above everyone last season, including Ajax and Feyenoord. They only lost to Atletico Madrid in the R16 @ CL after penalties.

They had / have players who are good enough for top 5 leagues, but Eredivisie itself has huge gap in quality after the top 3 teams.

It is a very average league at best and whoever says it is a top league has lost their mind.

also dutch teams have won the champion league many times, however no russian team have won, and only one french team have won it, and now the french league only has one really good team and that is psg, the rest are good but cant compete in champion league
