According to this source, Lazio is waiting to find out whether Sardar will be suspended for 2 seasons over his improper transfer from rubin to Rostov. Essentially, Rubin has kept that lawsuit going, and Sardar could face a two-season ban. Lazio is waiting to see the result of that before making an offer.

Hilarious that Rubin is also selling all of their quality players that people were saying would make Sardar score more goals it will be Rostov 2.0 with another lackluster season (without European games). Sardar will score 5-9 goals and the same crap next season, but we'll be lucky if any team wants him.

That's if Rubin doesn't get him banned for 2 years of course.

I think Rubin just wants some of the $$$ which is why they keep making noise.

I'm hoping Berdyev doesn't have a "if I can't have you, nobody can" mentality though. I'm 99.9% thinking Sardar is a Rubin player, but i sadly have a small hope for a good transfer. It's dumb and emotional, but I hope he won't shoot him self in the foot with the unnecessary move to Rubin.
