According to this source, Lazio is waiting to find out whether Sardar will be suspended for 2 seasons over his improper transfer from rubin to Rostov. Essentially, Rubin has kept that lawsuit going, and Sardar could face a two-season ban. Lazio is waiting to see the result of that before making an offer.
Hilarious that Rubin is also selling all of their quality players that people were saying would make Sardar score more goals it will be Rostov 2.0 with another lackluster season (without European games). Sardar will score 5-9 goals and the same crap next season, but we'll be lucky if any team wants him.
That's if Rubin doesn't get him banned for 2 years of course.

Lazio propose 10millions but 12 millions is expected by the russian side
Complex situation between.rubin and rostov
Lazio has a slight advantage compared to other clubs (besiktas westham arsenal united)
