It somewhat resembles a professional league where as 3-4 years ago it was very amatuerish in every aspect. Quality of refereeing, exposure, playing quality has gotten better. A lot of talents now come through lig 1 which is a great situation for our football. Exposure to this league (like this thread), will bring more awareness that such talents exist in our lower leagues, which will in turn lead to more interest and more investment.
I think the problem with lig 2 and lig 3 (3rd and 4th tier), is that there are too many teams. There are close to 40 teams in lig 2 and 60 or so in lig 3. This dilutes the competition. If lig 2 and lig 3 must have 24 teams each maximum, which will increase the quality of play dramatically. Eventually we need 4 decent leagues where young talents can play and still develop. Right now we have too many good players at a young age going to waste because they can't play at a good level and develop.
