You become cap-tied for the second nation once the federation files a one-time switch request with FIFA, regardless of whether or not they play in a competitive match.

Can someone please find definitive FIFA rule that says that once a player plays a friendly with National Team A AND National Team B, he is bound to National Team B, even though it's a friendly and not an official game (i.e. not WCQ, continental qualifiers or tournament etc).
I mean - it makes total logical sense that when Saman plays for Iran, even in a friendly, he is offically capped with Iran and cannot play for any other national team because he already played for another national team (Sweden) - and you can't keep jumping back and forth and testing out different national teams like they are clubs and finally choose one. But I would like an official rule.
