I think, he is still in some sort of contractual stalemate with Al AYRABI...!!?
The club wants him off the wage bill and dismissed..! he is holding them to the probably hefty 1sided dismissal fee before agreeing to part ways with the club..! Ashkan want to keep getting paid while shopping around for alternate suitor..!!?
Al ayrabi in retaliation prevents him from legal early participation in International duty..!!?

Thats possible but I don't think that AlArabi has a say on whether or not he can join the national team camp (let's say if he was called up), regardless of his personal situation. If he was called up, then he should be among the other players.

I kind of wish he would have joined Rostov earlier in the year and played in CL with Sardar and Saeid. He would have greatly helped the team and it would have been great exposure for him.

I hope a team like Las Palmas will take a risk on him. They signed Shojaei, so there is an Iranian history there. He's also good friends with their star KP Boateng. It's pretty weird though that he's still negotiating. You'd think a couple of teams at least would be excited at a free signing with Bundesliga and EPL experience!
