Which Iranian club has the best youth developmental setup?

There are some clubs that are not big names on the senior level but apparently do a lot on the youth level, like Moghavemat Tehran

Tough to say but I would say tossup between Sepahan and Foolad... I would say Sepahan right now for sure because they have developed the likes of Ehsan, Sardar, Sharifi, Ali Karimi
Foolad has done a great job too along with Saipa creating the likes of Ansarifard, Torabi, Akhbari

Its almost always been Foolad Khuzestan and Sepahan for the past decade.
Saipa FC isn't bad either.

Kia FC is up and coming and will make a name for itself soon.

Paykan has a good academy also, always near the top of the Asia Vision League in Tehran and they promote a few players to the first team every year.
